On May 2, 2018, a delegation of National Assembly Committee for Science, Technology and Environment had a working visit at Da Phuoc solid waste treatment complex – a company of Vietnam Waste Solutions invested by a Vietnamese American David Duong. The delegation included Director Nguyen Xuan Dung and representatives from Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Construction and Ho Chi Minh City Department of Natural Resources and Environment. The delegation also worked with 3 others companies treating domestic solid waste and animal waste.

Ms. Huynh Lan Phuong briefing  on the development scheme  and operational process of Da Phuoc Complex.

At the meeting with the National Assembly deligations, Deputy General Director of VWS Ms. Huynh Lan Phuong briefed on the complex’s development scheme and its operation over the last 12 years which has been helped the city solve its environmental burden. The project is a private investment which was a response to the call for overseas Vietnamese to contribute to the development of the city by Ho Chi Minh City People’s Committee. VWS was the first environmental treatment project funded by private sectors in Ho Chi Minh city. The Complex has stabilised its operation treating for over 5,000 tons of waste every day for the city.

Ms. Huynh Lan Phuong said VWS has upgraded the treatment process and facilities. Apart from a landfill site, VWS has also invested money in a recycling plant, a compost fertilizer plant, a leachate treatment facility, a bio - gas collection system to meet requirements of Ho Chi Minh Administration. VWS will continue to upgrade its treatment capacity to meet the pressing demand of waste treatment.

On behalf of VWS, Ms. Huynh Lan Phuong proposed resolutions which could help the company work effectively. For example, the company asks Ho Chi Minh City Administration to move some households from green zone of Da Phuoc waste treatment complex for health purpose. These households have refused to relocate to another areas, complaining about compensation and resettlement support. Therefore, the company cannot meet environmental standards set by authorities. According to Ms. Huynh Lan Phuong VWS is a FDI company, hence it is eligible to access financial support and tax incentives for environmental sector, however the company has not received any of these incentives.

National Assembly for Science, Technology and Environment delegations  expressed their concerns about the difficulties of  the company. Mr. Phan Xuan Dung also praised VWS as an overseas Vietnamese company building the waste treatment complex that has treated a large amount of waste for the city. It is considered that the company has made a valuable contribution to the development of Viet Nam. Mr. Phan Xuan Dung promised to report to the central government about the company's difficulties as well as request supports from the governmen in order to create favourable conditions for businesses to flourish.
